All hatchways in positions 1 and 2 shall be fitted with hatch covers of steel or other equivalent material... such covers shall be be weathertight and fitted with gasket and clamping devices. PSCO observed weathertight hatch cover outside food stores failed to sufficiently seal to maintain weathertightness. ICLL annex 1/Reg. 16.1

Port State Control Officers observed the vessesl emergency generator would not start with the main starting batteries.
