The marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel, floating OCS facility, or MODU to determine the presence of alcohol in the system of each individual who was directly involved. Vessel's alcohol swabs were expired. Replace swabs.

Strong and effective rudder stops must be provided to prevent jamming and damage to the rudder and its fittings. Marine inspector observed on of the rudder stop cables was broken. 46 CFR 182.610 (e)

Each ring life buoy on a vessel must Be approved in accordance with § 160.050 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.150. Life ring is missing retro reflective tape.

The Rules concerning lights (§§ 83.20 through 83.31) shall be complied with from sunset to sunrise, and during such times no other lights shall be exhibited, except such lights as cannot be mistaken for the lights specified in these Rules or do not impair their visibility or distinctive character, or interfere with the keeping of a proper lookout. Port navigation light housing is broken and missing.

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. Contents of first aid kit are expired.

The cognizant OCMI may require that a vessel and its equipment undergo any additional test deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are employed. Between FEB 17, 2022, USCG MSC contacted Sector LALB and operator, stating vessel existing stability letter had inaccuracies to the 29 passenger stability letter, and directed completing new stability. MSC suggested SST and to complete this within 6 months of sending, and to limit passenger count to 22 persons until stability could be re-verified. CAPTAINS GIG II provided SST 15 AUG with 185 AAWP for 23 persons, limited to 23 persons until SST letter is signed and issued to vessel. 46 CFR 176.840

These rules apply to all vessels upon the inland waters of the United States. Vessel had on board out of date revision of Navigation Rules. Get up to date revision of Navigation Rules. 33 CFR 88.01(a)

A vessel of 20 meters or more in length shall be provided with a bell in addition to a whistle. The bell may be replaced by other equipment having the same respective sound characteristics provided that manual sounding of the prescribed signals shall always be possible. Vessel air horn onboard was no longer operational. Vessel must repair or replace air horn. 33 CFR 83.33(a)

As appropriate for the intended voyage, a vessel must carry adequate and up to date: charts of large enough scale to make safe navigation possible. Vessel carried charts that had not been corrected since 2008. Operator needs to provide proof of updated charts. 46 CFR 184.420(a)(1)

A vessel must carry either a fist aid kit or kit with equivalent contents. Vessel had expired medication onboard. Remove and replace expired medication. 46 CFR 184.710

Each ring life buoy with a floating waterlight must have a lanyard, securing the waterlight around the body of the ring life buoy. Vessel lifebuoy waterlight had improper connectoin. Correctly install all attachments to the lifebuoy. 46 CFR 180.70(d)(2)

Your vessel must undergo an annual inspection within 3 months before or after each anniversary date of the COI. Vessel exceeded 3 month interval. Vessel is required to complete a satisfactory annual inspection prior to carrying passengers.

Due to COVID-19 circumstances beyond the control of the vessel, the vessel is unable to meet the timeframe required by 46 CFR 176.107. Vessel is allowed 90 days to continue operations in accordance with the COI, and is required to make itself available for inspection prior to 30JUN2020. Issued CG-835v code 705c to extend Drydock exam 90 days.
