Vessels on a limited coastwise route must carry 6 hand red flare distress signals and 6 hand orange smoke distress signals. Vessel did not possess required quantity of orange smoke distress signals.

Each ring life buoy on a vessel must Be approved in accordance with § 160.050 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.150. Life ring is missing retro reflective tape.

The Rules concerning lights (§§ 83.20 through 83.31) shall be complied with from sunset to sunrise, and during such times no other lights shall be exhibited, except such lights as cannot be mistaken for the lights specified in these Rules or do not impair their visibility or distinctive character, or interfere with the keeping of a proper lookout. White all-around light is inop.

The cognizant OCMI may require that a vessel and its equipment undergo any additional test deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are employed. FEB 17, 2022, USCG MSC contacted Sector LALB and operator, stating CAPTAINS GIG II existing stability letter had inaccuracies to the 29 passenger stability letter, and directed completing new stability for that vessel, and its three sisters at Catalina Island Company including SALTA VERDE II. MSC suggested SST of base vessel, CAPTAINS GIG II, and to complete this within 6 months of sending, and to limit passenger count to 22 persons until that vessels' stability could be re-verified and the three sister vessels could be confirmed as delivered to maintain sistering. 46 CFR 176.840

A Certificate of Documentation is required for the operation of a vessel in certain trades, serves as evidence of vessel nationality, and permits a vessel to be subject to preferred mortgages. COD was not currently onboard. 46 CFR 67.1

A vessel of more than 7.9 meters (26 feet) in length, but not more than 19.8 meters (65 feet), must carry a minimum of one life buoy of not less than 610 millimeters (24 inches) in diameter. The grab line of the life ring buoy is deteriorated. 46 CFR 180.70 (a)(2).

A marine employer whose vessel is involved in a casualty or incident that is, or is likely to become, a serious marine incident as defined in § 4.03-2 of subchapter A of this chapter shall comply with the requirements of § 4.06 in subchapter A of this chapter. Drug and alcohol program is not onboard. 46CFR 185.12

Your vessel must undergo an annual inspection within 3 months before or after each anniversary date. The vessel has not completed a satisfactory annual inspection. Vessel cannot carry passengers until a satisfactory annual inspection is completed.
