Vessel did not submit the ballast water report no later than 6 hours after the arrival to the port of San Francisco. Vessel arrived to port on 08MAY2019 and did not submit report until 09MAY2019 after discussing the requirements with Coast Guard officers onboard for examination. 33CFR151.2060(b)(3)/10c

In addition to the requirements in paragraphs 5.7.1 and 5.7.2, oil tankers of 20,000 tons deadweight and above, constructed on or after 01JAN2012, shall be provided with a fixed hydrocarbon gas detection system complying with Fire Safety Systems Code measuring hydrocarbon gas concentration in all ballast tanks and void spaces. Gas used to calibrate fixed gas sampling unit, expired on 07DED2018. Gas sampling unit did read proper hydrocarbon content, but failed in determining accurate H2S readings. Electrician onboard replaced the H2S sensor, which allowed the gas sampling unit to read proper H2s content.
