Furniture in stairway enclosures shall be limited to seating. It shall be fixed, limited to six seats on each deck in each stairway enclosure, be of restricted fire risk detemined in accordance with the Fire Test Code Procedures Code, and shall not restrict the passenger escape route. Numerous stairway enclosures had randomly placed stanchions, security screening equipment signs and other items. 74 SOLAS (2020) II-2 / 5.3.3 10 C

The purpose of this regulation is to provide means of escape so that persons onboard can safely escape to the lifeboat and liferaft embarkation deck. Additional aids for escape shall be provided as necessary. The Hotel Store and Uniform Store were both being used as a makeshift office and were not provided with a "room within a room" alarm. A ship of 300GT or more must have a fixed container or enclosed deck area under or around each fuel oil or bulk lubricating oil tank vent, overflow, and fill pipe. The containment area for each bunker station was off-center and not directly under the bunker piping, making it useless for containing the fuel oil if leak occurs. 33 CFR 155.320(a)
