Each loading arm and each transfer pipe system including each metallic hose must not leak under static liquid pressure at least 1.5 times the maximum allowable working pressure. The vessel did not condict a static liquid pressure test at least 1.5 times the maximum working pressure. Vessel conducted a pneumatic test amd failed to test at 1.5 times max allowed working pressure. No bunkering in US waters.

Resolution: Vessel submitted class report attesting to completion of proper hydrostatic testing of the bunker piping system using a liquid to 1.5 times MAWP.

The compamy should develop implement and maintain a safety management system which includes following instructions and procedures to ensure safe operation of ships and protection of the environment in compliance with revelant international and flag state legislation. Vessels safety management system states the vessel will conduct a hydrostatic test. The vessel conducted a pneumatic bunker line test. The vessel safety managment stystem did not meet the requirements of 33 CFR 156.170 for the bunker line requirements.
