Every ship shall be provided with a main steering gear to the satisfaction of the administration. During remote test of #1 steering gear pump, hydraulic-lock alarm activated at about 10 degrees starboard and stopped rudder actuation. The vessel has three steering pumps. PSCO witnessed all three pumps operate satisfactorily at local position.
