At least two lifebuoys on a towing vessel greater than 26ft must be fitted with a floating electric light under approval series 161.010 or 160.110. The port side lifebuoy on the pilothouse was had the incorect battery installed in the floating light. Replace battery with one that is approved.

Oil soaked absorbent pads were seen in the bilges of the aft engine room. Replace pads with new ones.

Measures must be in place to prevent flammable or combustible liquid piping leaks from coming into contact with these components. On both main engines, the backside of the turbos were not lagged. Place lagging on turbos.
