PSCO noted that the incinerator was unable to incinerate sludge IAW IOPP. MARPOL Annex I/6.4.1

All access openings in bulkhead at ends of enclosed superstructures shall be fitted w/doors of steel or other equivalent material, permanently and strongly attached to the bulkhead and framed stiffened and fitted so that the whole structure is of equivalent strength to the unpierced bulkhead and weathertight when closed. Aft B-Deck door to L/B embarkation station portlight is falling out of door.
