Each towing vessel must have a means to monitor and control the amount of thrust, rudder angle and if applicable, direction of thrust, at each operating station. While making approach to the Stuart train bridge, vessel attempted to back down on the port shaft, port engine was unresponsive to command. Vessel is to trouble shoot and rectify issue to the satisfaction of the attending marine inspector prior to movement.

To stop the flow of fuel in the event of a fire or break in the fuel line, a remote fuel shutoff valve must be fitted on any fuel line that supplies fuel directly to a propulsion engine or generator prime mover. The valve must be operable from a safe place outside the space where the valve is installed. Fuel shut off valve was located approximately 6 feet from the tank. Move fuel shut off valve to proper location adjacent to tank.46CFR143.260(d)
