The construction and arrangements of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull. Vessel reported water ingress in the starboard tank void after crew boarded for afternoon operations. Source identified as small pinhole below the waterline. Crew applied a temporary epoxy patch and secured the area. Vessel is to be taken out of service as a precaution. Submit repair plan and complete sufficient repairs prior to carriage of passengers.
