A Certificate of Inspection is valid for 5 years. During the inspection of certification and internal structure examination Marine Inspector noticed multiple fractured welds in multiple voids. In addition, Marine Inspector identified vessel was conducting cargo operations on an expired COI. Conduct a satisfactory internal structure examination to the satisfaction of the Marine Inspector prior to loading or discharging cargo and prior to movement. 46 CFR 31.05-10(a)
