On 13SEP19 Port State Control personnel discovered that the vessel, CRYSTAL RIVER had entered into Sector Delaware Bay COTP zone and proceeded to conduct caro transfer operations at the Sunoco Marcus Hook facility without a valid Certificate of Compliance (COC).
Action required: 10 - Deficiency Rectified
Resolved 13 September 2019
Resolution: Issued LOW, COTP allowed vessel to complete transfer operations and receive COC Renewal exam after completion.
