Every ship shall be provided with a main steering gear to the satisfaction of the Administraion. While manuevering in the Mississippi River using #1 steering pump, pilot gave order from port 35 degrees to starboard 20 degrees and reported that steering gear was unable to move beyond port 5 degrees. Crew switched to #2 steering gear and pilot maneuvered the vessel to anchorage. COTP Order 0402-20 issued restricting the vessel to Emergency General Anchorage MM89 until recognized classification society examins vessel and reports suitability for route and service.

Resolution: Received, reviewed and accepted class report from NKK surveyor stating the deficiency was rectified. Steering gear system tested satisfactory. It was believed to be a brief/temporary oversload causing rudder movement to pause during departure from berth.
