9900- Other (not clearly hazardous)- To discharge ballast into the waters of the U.S. after the dates listed in 33 CFR 151.2035(b), the vessel must use a USCG-approved BWTS, use only water from the public water system, or use an AMS. Subject vessel is a "new vessel" [constructed after 01DEC2013; keel laid date 22DEC2015] and therefore compliance date is apon delivery. Vessel's installed AMS, AMS-2017-COSCO-BOS-01, has system A and system B. System B is currently inoperable. System A has 13 of 14 UV bulbs operable. PSCOs unable to verify that required UV intensity of 150 mJ/cm2 [per AMS letter dated 22MAR2017] can be provided with inoperable bulb. System is currently only operable in manual mode, but system manual says to run in automatic mode at all times. 33 CFR 151.2035 50c
