The construction and arrangement of a vessel must allow the safe operation of the vessel. MIs identified 2 cracked welds, one located on the port side top corner of the bow ramp, and one located where the second frame fwd of the aft bulkhead meets the side shell on the port side; and the aft handrail was broken at the base. 46 CFR 177.100
