The Machinery systems and fittings shall be of design and construction adequate for the service intended and shall be installed and protected to as to reduce any danger to persons onboard. Due regard being paid to the Main Propulsion System. The Vessel experienced a reduction in propulsion while transiting in US Waterswhich adversly impacted its manuverability and possed a hazard to vessels and infrastructure along the Houston Ship Channel. Submit for review a class report attesting to the cause and of the failure and that authorized repairs have been completed and that the vessels full and normal mauverability have been restored.

Action required: 60 - Rectify deficiencies prior to movement

Resolution: Received class report attesting to repair of #2 cylinder on ME and satisfactory test of the engine at the dock. See documents.
