Electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. The vessel was returned from charter in an unsafe condition. Known safety concerns include a missing generator and shock hazards from distribution panels. Vessel to be made available for a Coast Guard in-service inspection, or, a TPO external vessel survey prior to returning to commercial towing service. IAW 46 CFR 144.135, any repairs that are not "Replacement In Kind" must have plans verified as compliant with design standards as identified in 46 CFR 144.145 prior to the new installation is performed. (Replacement in kind means replacement of equipment or components that have the same technical specifications as the original item and provide the same service. If the replacement item upgrades the system in any way, the change is not a replacement in kind - 46 CFR 136.110).
