When minor alterations or minor repairs of tank vessels become necessary the work shall be done under the direction of the Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect at the time the vessel was contracted for or built. Local barge cleaning facility reported that while cleaning the barge and testing the steam heater line, a pin hole leak was discovered in the #3 cargo tank floor. Conduct repair to the satisfaction of the attending marine inspector.
