Key personnel must complete training in 33CFR101.650(d)(2) by January 12, 2026. Company does not have a CYSO and all key personnel have not yet completed the training as of this inspection. 33 CFR 101.650(d)(4)

46 CFR 176.802(a)(3) At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of the hull structure and its appurtenances, including the following: Inspection of the condition of the superstructure, masts, and similar arrangements constructed on the hull, and on a sailing vessel all spars, standing rigging, running rigging, blocks, fittings, and sails. Forestay chainplate and port/starboard shroud chainplates must be removed and replaced due to the age of the vessel combined with no documented history of inspection/ replacement. Vessel restricted to power propulsion only. Aux sail propulsion prohibited until deficiency reciftied satisfactory.

Light enclosure 1) The connections must be made within an enclosure and the insulated cap of the connector must be secured to prevent loosening due to vibration; and (2) Twist-on type connectors may not be used for making joints in cables, facilitating a conductor splice, or extending the length of a circuit. Lighting in both voids is no longer used and has exposed wires.

Fuel hose clamps B) Flexible hose designed for use with hose clamps may be installed with two clamps, at both ends of the hose. Double hose clamp all fuel fittings.

Fire bucket A vessel not required to have a power driven fire pump by §181.300 must have at least three 9.5 liter (21/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. Replace 5 gallon bucket with smaller bucket as required and attach a lanyard.

Port aft handrail is loose and needs to be resecured.

Corrosion observed headstay bridle port and starboard terminal fittings. Provide third party rigging survey report covering the entire mast and rigging system to the USCG for review.

Lifefloats were not float free due to lack of required spacers and had congealed together

EPIRB not float free due to improper fastening of lanyard to EPIRB compartment

Child Life Jackets were not marked and stowed separately from adult life jackets

Fire extinguishing bracket was placed in improper service and was deteriorated

Effective November 1st, 2019, all life floats will be required to be replaced by approved inflatable liferafts or inflatable buoyant apparatuses (IBAs) to comply with IMO SLS.14/Circ. 87 of 1989 for 100% of passengers onboard. Pending the decision results from USCG HQ to your waiver request for the carriage of IBA lifesaving appliances, this requirement will otherwise be due on 01 January 2020. Additional time may be granted pending the results of the decision by USCG HQ. If disapproved, a reasonable amount of time to acquire necessary IBAs may be granted as approved by the OCMI.
