A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford adequate precaution against hazards that might endanger the vessel and the persons being transported. Vessel's managing representative reported transmission failure on the Starboard MDE while mooring. Vessel was taken out of service. Apprise this office of all repair proposal updates. Satisfactory power trials will be observed by a Marine Inspector prior to carriage of passengers.
