Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on-board under normal and emergency conditions. The vessel's starboard diesel generator was reported non-operational. Repair generator to the satisfaction of the TPO in accordance with the vessel's TSMS. This deficiency shall be rectified prior to towing a USCG inspected barge.
