Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must:(1) Be maintained to ensure proper operation;(2) Be suitable for route and service; and (3) Have suitable propulsion controls to provide the operator full control at each operating station. The vessel's port engine fuel line had a leak. Make permanent repairs to the fuel supply line. Repairs will need to be made to the satisfaction of the Coast Guard prior to departure.

Propulsor redundancy on vessels that move tank barges carrying oil or hazardous material in bulk. A towing vessel must be provided with at least two independent propulsors unless the requirements of 143.595 are met. The MOUNT DRUM experienced a malfunction on their primary ECM unit for the port engine. Vessel reported that port engine was running rough and shut down engine to prevent further damage. Vessel is moored in Nawiliwili and plans to conduct repairs in Honolulu, transiting on the starboard engine. Repair port engine to the satisfaction of a Coast Guard Marine Inspector prior to moving tank barges carrying oil or hazardous material in bulk. 46CFR143.590(a)

Propulsor redundancy on vessels that move tank barges carrying oil or hazardous material in bulk. A towing vessel must be provided with at least two independent propulsors unless the requirements of 143.595 are met. The MOUNT DRUM experienced a bravo fire on the port engine due to a fuel leak on the 16 cylinder fuel supply line. Fuel supply line was worn through, chaffing on insulation shielding for exhaust/ turbo. Vessel replaced fuel line; however, due to the area / nature of the leak it is unknown if the fuel saturated the insulation underneath the shielding. Remove shielding/ insulation to verify integrity of insulation and surrounding area to the satisfaction of a Coast Guard Marine Inspector prior to towing tank barges carrying hazardous cargoes.
