Provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. All closure devices must be readily available and mounted in the vicinity of the vent. MI observed the ventilation closures for engine compartment unable to be attached. Cite: 46 CFR 182.465(h)

This part contains requirements for the design, construction, installation, and operation of propulsion and auxiliary machinery, piping and pressure systems, steering apparatus, and associated safety systems. Machinery and equipment installed on each vessel must be suitable for the vessel and its operation and for the purpose intended. All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. MI observed the hydraulic lines for the steering unit located underneath the operating station to be heavily wasted. Cite: 46 CFR 182.100

A vessel on which a pre-engineered fixed gas fire extinguishing system is installed must have the following equipment at the operating station:(1) A light to indicate discharge;(2) An audible alarm that sounds upon discharge; and(3) A means to reset devices used to automatically shut down ventilation systems and engines as required by paragraph (a)(3) of this section. MI observed the audible alarm to be inoperable upon testing. Cite: 46 CFR 181.420(b)

Each portable fire extinguisher on a vessel must be of an approved type. The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by table 1 to § 181.500(b) and other provisions of this section. MI observed the portable fire extinguisher for the operating station to be missing. Cite: 46 CFR 181.500(a)

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. MI observed the contents in the first aid kit to be expired. Cite: 46 CFR 14.710

Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician once every five years and be issued a Communications Act Safety Radiotelephony Certificate. Marine inspector observed expired radiotelephony certificate on board. Obtain a valid certificate.

The last COI inspection for vessel Don’t Look Down was completed 11 January 2023. Per regulation 46 CFR 176.500(b)(1): Annual Inspection. Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. You must contact the cognizant OCMI to schedule an inspection at a time and place which he or she approves. No written application is required. The latest this inspection needed to be scheduled within the 3-month window was April 11, 2024. As such, vessel is being restricted from operation until annual inspection has been completed (See attached CG835V).

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. Vessel found without EPIRB. Route restricted to Lakes, Bays and Sounds until EPIRB installed, or routes changed to reflect operating area. 46 CFR 180.64

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. Life ring retro reflective material found deteriorated. Repair/Replace Retro reflective material. 46 CFR 176.808(b)

A visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. Both automatic bilge pumps found with no operational indicating light. Repair/replace indication light for bilge pumps. 46 CFR 182.530(c)

A vessel on which a pre-engineered fixed gas fire extinguishing system is installed must have the following equipment at the operating station;a means to reset devices to automatically shut down engines. System over ride for engines was inoperable. 46CFR181.42(b)(3)

An exposed hazard such as gears or rotating machinery must be properly protected by a cover, guard or rail. The chain for the para sail line does not have a guard. 46CFR177.960

Vessel is required to maintain portable fire extinguisher montly maintenance log in accordance with NFPA 10 requirements. Vessel could not produce records for attending Marine Inspector.

Vessel lapsed on Dry-dock Inspection interval date of no later than 31Oct2019. Vessel shall not operate until a satisfactory Dry-dock inspection is completed by a USCG Marine Inspector.

Vessel must undergo an Annual Inspection within the 3 months before or after each anniversary date. Vessel has passed due date for an Annual Inspection. Vessel must undergo an Annual Inspection and may not operate until it has been performed.

Required navigation charts were not corrected or current.

Owner/Operator of vessel must conduct new to zone inspection prior to carrying passengers.

Owner/Operator of vessel must complete worklist prior to carrying passengers.
