Installed AMS required by 33CFR151 stopped operating. Vessel attempted repairs, but was unable due to unavailability of equipment/technical support. Vessel is allowed to change only that amount of ballast water operationally necessary to ensure the safety and stability of the vessel for cargo operations. Deficiency required to be resolved by expiration of supporting Class Society dispensation from using installed AMS.
