The oil discharge monitoring and control system shall come into operation when there is any discharge of effluent into the sea and shall be such as will ensure that any discharge of oily mixture is automatically stopped when the instantaneous rate of discharge of oil exceeds that permitted by regulation 34 of this annex. The proper operation of the vessel's ODME is unable to be demonstrated. The vessel is prohibited for discharging any oil, oily mixture, or effluent into the sea from the cargo area of the tanker until the proper operation of the ODME is demonstrated. MARPOL Annex I regulation 31.2

The vessel's cargo control room cargo pump emergency shutdown stops did not stop the cargo pumps. 33 CFR 155.780
