Bulk carriers shall comply with the maintenance requirements provided in regulation II-1/3-1 and the standards for oweners' inspection and maintenance of bulk carrier hatch covers, adopted by the Organization by Resolution MSC.169(79). PSCO observed ship's crew not maintaining cargo hold cleats in accordance with cargo hatch maintenance plan.

Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. PSCO observed starboard liferaft tied off to liferaft cradle restricting free release. The deficiency was cleared upon the crew untying the liferaft.
