The arrangement on board the ship for the extraction of samples from the 15PPM bildge alarm should give a truly representative sample of the effluent with adequate pressure and flow. PSCO observed a vavle installed in the sample extraction line.... PSCO believes the installed valve in the sample line can prevent the OCM from receiving a truly representative sample of the effluent. MARPOL 73/78 Annex I/14.7; MEPC 107(49) 6.2.2

Resolution: Received, reviewed and approved LR class report indicating that sampling line valve was removed and piping diagrams have been updated. OCM is installed to give an alarm if sample flow is interrupted.
