Drills and instruction: The master of a towing vessel must ensure that each crewmember participates in fire-fighting drills and receives instruction at least once each month. The instruction may coincide with the drills, but is not required to do so. All crewmembers must be familiar with their fire-fighting duties, and, specifically how to: (1) Fight a fire in the engine room and elsewhere onboard the towing vessel, including how to: (i) Operate all of the fire-extinguishing equipment onboard the towing vessel. During the fire drill, the deckhand was unable to explain how to manually activate the fixed firefighting extinguishing system. The deckhand also could not not recall receiving training on manual activation of the fixed firefighting extinguishing system. All vessel crew shall undergo training regarding manual activation of the vessel's fixed firefighting extinguishing system.

Each towing vessel must carry on board and maintain the following: Marine charts or maps of the areas to be transited. IAW USCG NVIC 01-16, the use of Electronic Charts in lieu of Paper Charts when the vessel's intended voyage is seaward of the territorial sea base line, then the display system must be tested against and meet the International Electrotechnical Committee’s Maritime Navigation and Radiocommunication Equipment and Systems Standard (IEC 60945). The SAMANTHA S' installed electronic chart system, Rose Point Navigation Systems, does not meet IEC 60945. Supply SAMANTHS S with updated paper marine charts or maps of the areas to be transited and send proof of purchase to this office.
