Emergency shutdown valves in liquid piping should fully close under all service conditions with 30 s of actuation. When testing function of ESD on starboard side manifold, PSCO's observed a closure time of 52 seconds. A second test produced a closure time of 56 seconds. PSCO's then tested the port side ESD which closed in approximately 49 seconds. Liberian flag inspector on board the vessel at time of exam issued a flag dispensation for vessel to rectify by next port. 74 SOLAS (20) VII/13.1 IGC Code (93) 5.6.4

PSCO's identified Monoethylamine is listed on ICOF but not on IPPC - NLS. ICOF specifically calls out formal carriage permission for this cargo must be given in the vessel's NLC certificate.
