On all tank barges, subject to the provisions of this subchapter the construction or conversion of which is started on or after July 1, 1951, each cargo tank shall be equipped with a vent. Due to cargo on board the vessel during inspection, mast riser was not lowered to have the flame screen inspected. Mast riser must be inspected to the satisfaction of CG MI prior to loading of cargo.
