Each ring life buoy with a floating waterlight must have a lanyard of at least 910 millimeters (3 feet) in length, but not more than 1,830 millimeters (6 feet); on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion-resistant clip. The clip must have a strength of at least 22.7 kilograms (50 pounds), and allow the waterlight to be quickly disconnected from the ring life buoy. Single life buoy found permanently tied and line too short. 46 CFR 180.70 (d)

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. Analgesic medication (Aspirin) found expired. 46 CFR 184.710

Batteries must be mounted in trays lined with, or constructed of, a material that is resistant to damage by the electrolyte. Vessel did not have battery trays that would contain electrolyte, trays not serviceable

Each small battery installation must be located in a well ventilated space and protected from falling objects. Batteries were not protected from falling objects.

Remote fuel shutoff stations must be marked in clearly legible letters at least 25 millimeters (1 inch) high indicating purpose of the valve and direction of operation. Fuel shut off valves were not marked properly.

When the flexible section is a nonconductor of electricity, the metallic sections of the fill pipe separated thereby must be joined by a conductor for protection against generation of a static charge when filling with fuel. Fill pipes were not properly bonded to protect against static charge.

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water. High water bilge alarm is not installed in accordance with manufacturers guidance.

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. All around mast head light not operating properly.

An enclosed space containing machinery powered by gasoline or other fuels having a flash point of 43.3 °C (110 °F) or lower must be equipped with a flammable vapor detection device in compliance with § 182.480. Vessel did not have an operating vapor detection alarm, operator installed new fuse to correct the issue in the presence of Marine Inspector.

A sensor must be located above the expected bilge water level in the following locations: The lowest part of a space containing a fuel tank when separate from the machinery space. Current mounted location of sensor is mounted under deck in fuel tank space. Relocate sensor to the lowest expected bilge water level in the tank space as gasoline vapors are heavier in air and will collect at the lowest level.

A portable hand bilge pump must be capable of pumping water, but not necessarily simultaneously, from all watertight compartments. Fixed portable bilge pump was found inoperable due to missing handle to operate diaphragm.

Vessel must have three 2 1/2 gallon buckets with an attached lanyard with the words "FIRE BUCKET" stenciled in a contrasting color on each bucket.

Replace life ring and ensure required equipment is appropriately fitted.

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. When repairs are made during an emergency, the owner, managing operator, or master shall notify the OCMI as soon as practicable after such repairs or alternations are made. Vessel owner disabled internal 396 gallon gasoline tank and the installed vapor detection system. The gasoline tank was then filled with water. Two 24 gallon polyethylene fuel tanks where then installed and plummed using rubber fuel hose in the passenger seating area without approval from the cognizant [name withheld] is required that the cause of the fuel vapor leak be determined and a repair proposal for the determined leak be submitted and approved by the cognizant OCMI prior to repairs being carried out. Prior to carriage of passengers the fuel tank repair and proper operation of the required vapor detection system must be proven to attending CG Marine Inspector. 46CFR176.700

A pre-engineered fixed gas fire extinguishing system must: shut down all power ventilation and engines that draw intake air from within the protected space. Gasoline Tank Space blower did not secure upon testing of the clean agent system.

A visual indicator must be provided at the operating station to indicate when any automatic electric bilge pump is operating. MI observed the electric bilge pump panel to be faulty.

On a vessel of at least 26 ft. in length a visual and audible bilge alarm must be provided at the operating station to indicate a high water level. Forward bilge alarm visual indicator is inoperable.

On a vessel of at least 26 ft. in length a visual and audible bilge alarm must be provided at the operating station to indicate a high water level. Aft bilge alarm wires were cut, making the aubible and visual alarm at the operating station inoperable.

DUE TO COVID-19 CIRCUMSTANCES BEYOND THE CONTROL OF THE VESSEL, THE VESSEL IS UNABLE TO MEET THE TIMEFRAME AS REQUIRED BY 46CFR176.600(C1). VESSEL IS ALLOWED 90 DAYS TO CONTINUE OPERATIONS ON DOMESTICS ROUTES ONLY, IN ACCORDANCE WITH THE COI, AND IS REQUIRED TO MAKE ITSELF AVAILABLE FOR INSPECTION PRIOR TO 30 July 2020. IF VESSEL PLANS ON OPERATING ON AN INTERNATIONAL ROUTE, THE OCMI MUST BE NOTIFIED PRIOR TO OPERATION.

A vessel must be provided with a main steering gear that is of adequate strength and capable of steering the vessel at all service speeds. Vessel lost steering during a whale watching tour. Vessel towed to pier by harbor patrol. Make permanent repairs to steering gear to provide adequate means of steering.

A certificate of documentation is required for the operation of a vessel in certain trades. Vessels COD has expired. Vessel has applied for new COD but the NVDC has delays in processing applications due to IT issues. Provide a valid COD.

Provide repair proposal and make permanent repairs to fuel tank.

Submit electrical drawing to MSC with changes to bilge alarm system for approval.

Battery charger is missing ammeter. Install ammeter.
