Life buoys complying with the requirements of paragraph 2.1.1 of the code shall be capable of being rapidly cast loose and not secured in any way.
Water lights for both life buoys on the port and starboard side of the embarkation deck were found mounted inside of weathertight boxes resulting in the life buoys not being able to be cast loose.
