A Chemical tanker shall comply with the international bulk chemical code. The High-level alarm system required under 15.19.6 shall be independent of the overflow-control system. Cargo tanks shall be fitted with a visual and audible high-level alarm which complies with 15.19.1 to 15.19.5 and which indicates when the liquid level in the cargo tanks approaches the normal full condition. PSCO observed inoperable high-level alarm on the following tanks: 1P, 3S, Slop P & S. Vessel issued short term cargo ship safety construction certificate restricting vessel from loading cargo in the above mentioned tanks.

Every ship shall be provided with a main steering gear and auxiliary steering gear. They shall be so arranged that the failure of one of them will not render the other one inoperative. While departing from dock, the vessel experienced a loss of steering and needed emergency assistance from tugs to moor back at its berth. All modes of steering from both the bridge and steering gear room failed and deemed inoperable.
