The master, owner, operator must maintain a ballast water management plan that will allow those responsible for the plan to understand the vessel's BWM strategy and comply with the requirements of 33CFR151 subpart D. Vessel's BWM Plan does not give clear guidance to the ship's crew on which BW standards they may follow. Vessel is past its compliance date to have an installed treatment system per 33CFR151.2035 and therefore can only use the following options: 33CFR151.2035 (a)(1), (a)(2), (a)(4), or (a)(5). BWM Plan needs to reflect these options. A 200 nm exchange is no longer authorized. 33CFR151.2050(g).
