In addition to the requirements contained elsewhere in the present regulations, ships shall be designed, constructed and maintained in compliance with the structural, mechanical and electrical requirements of a classification society. PSCO's observed vessel was not maintained in compliance with structural requirements of the class society. The vessel had 50% of cargo vents not maintained, vents found wasted or inoperable. 74SOLAS(04CONS) II-1/3-1
