Maintenance, testing, and inspections shall be carried out based on the guidelines developed by the organization and in a manner having due reguard to ensuring the reliability of fire-fighting systems and appliances. PSCO discovered that the vessel did not have an annual servicing report where the dry chemical powder was agitated. VESSEL SHALL NOT CONDUCT CARGO IN THE UNITED STATES PRIOR TO RECTIFICATION OF DEFICIENCY. 74 SOLAS (20) II-2/14.2.2.1 17(A) (C)
