All arrangements used for pilot transfer shall efficiently fulfill their purpose of enabling pilots to embark and disembark safely. The appliances shall be kept clean, properly maintained and stowed and shall be regularly inspected to ensure they are safe to use. STBD side pilot ladder on board had spreaders and steps out of place and loose. 74 SOLAS (20) V/23.2.1
