PSCO observed that ships engineers temporarily installed a 01 gallon container to catch leaking hydraulic oil from the pressure lines feeding aft stbd captstan at the last facing block before the piping turns vertical to penetrate the overhead in the steering gear space. 74 SOLAS (cons), II-1/26.1, Next US after Foreign, Code 40.
Condition: Improper/Lack of Maintenance
