On all ships, to ensure effective crew performance in safety matters, a working language shall be established and recorded in the ship's logbook. Each seafarer shall be required to understand and where appropriate, give orders and instructions and report back in that language. PSCO noted that the working language recorded in the ship's logbook was English but crew was unable to understand English during Port State Control examination conducted on July 27,2021 in the Port of Mobile, Alabama.

On ships to which SOLAS 74(amended)Chapter I applies, English shall be used on the bridge as the working language for bridge-to-bridge and bridge-to-shore safety communications as well for communications on board between the pilot and bridge watch-keeping. PSCO noted that crew was unable to understand English during Port State Control examination conducted on July 27,2021 in the Port of Mobile, Alabama. Sector Mobile also received a report from Mobile Bar Pilots Association regarding the language barrier that led to a couple of near miss incidents during the vessels transit into the Port of Mobile on July 26, 2021.

Resolution: PSCO verified crew ENG language compresion through conversations with deck Officers and conducting steering test. All sat.
