When minor alterations or minor repairs become necessary such works shall be done under the Officer in Charge Marine Inspection (OCMI). In your letter dated May 28, 2019 from the Marine Safety Center regarding stability calculations it states, “...the primary responsibility for accuracy and compliance with applicable regulatory requirement rests with the certifying professional engineer.” Provide attestation from the certifying professional engineer or naval architect that the forepeak access hatches are acceptable and in accordance with the Entech Designs LLC stability calculation dated May 5, 2019.

Where air pipes to ballast and other tanks extend above the freeboard or superstructure decks, the exposed parts of the pipes shall be of substantial construction; the height from the deck to the point where water may have access below shall be at least 30 inches on the freeboard deck and 171/2 inches on the superstructure deck. MI observed fill caps for ballast tanks flush with the deck.

Nearly all freeing ports were found to be welded shut in the after part of the vessel without OCMI approval. In your letter dated May 28, 2019 from the Marine Safety Center regarding stability calculations it states, “...the primary responsibility for accuracy and compliance with applicable regulatory requirement rests with the certifying professional engineer.” Provide attestation from the certifying professional engineer or naval architect that the freeing port modification is acceptable and in accordance with the Entech Designs LLC stability calculation dated May 5, 2019. Provide documentation or remove the welded sections of freeing port within 30 days to the satisfaction of the attending Marine Inspector (MI). 46 CFR 30.01-10

The terms, endorsements, and conditions set forth on a certificate of inspection shall have the same force and effect as the regulations contained in this subpart. The vessel is required by their COI to maintain one individual with a tankerman-PIC endorsement on board for the purpose of conducting cargo operations. The vessel was found to be operating with only a tankerman-PIC barge endorsement and not a tankerman-PIC endorsement. Vessel is not permitted to conduct cargo operations until an individual holding the proper endorsement is employed aboard the vessel.
