The ineert gas system shall be designed, constructed and tested to the satisfaction of the administration and capable of rendering and maintaining the atmosphere of the relavant cargo tanks non-flammable. The Nitrogen generator is not functioning. The vessel is not permitted to conduct cargo operations for cargos that require inert gas.
