Before the ship leaves port and at all times durring the voyage, all life-saving appliances shall be in working order and ready for immediate use. Master of the vessel reported to MSU Lake Charles that the rescue boat was damaged beyond repair during weekly testing. PSCO observed rescue boat damaged and unusable. 74 SOLAS(24) III/ 20.2

The carriage of solid bulk cargos other than grain shall be in compliance with the relevant provisions of the IMSBC Code. This Cargo shall only be accepted for loading when the competent authority is satisfied with regard to the resistance to detonation of this material based on the test prior to loading. The shipper shall provide the master with a certificate stating that the resistance to detonation of this material is in compliance with this requirement. Vessel commenced loading operations prior to receiving and accepting certificate.
