ensure that the ship in all respects will remain fit to proceed
to sea without danger to the ship or persons on board. The pilot reported while heading inbound Delaware River, DE the vessel had a reduction of propulsion due to a cooling jacket water issue on cylinder #6 of the main engine. Coast Guard requires a class report to verify that the deficiency is fully rectified and that the vessel is safe to proceed.
