Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. The vessel was due for the annual inspection no later than April 16, 2026. CG-835 issued. 46 CFR § 176.500

Each rescue boat required in accordance with § 180.210 of this chapter must be launched with its assigned crew aboard and maneuvered in the water as if during an actual man overboard situation: Once each month, if reasonable and practicable; but at least once within a 3 month period before the vessel gets underway with passengers. Abandon ship and man overboard drills and training shall be logged or otherwise documented for review by the Coast Guard upon request. The drill entry shall include the following information: Date of the drill and training; and general description of the drill scenario and training topics. The master shall conduct sufficient fire drills to make sure that each crew member is familiar with his or her duties in case of a fire. Fire fighting drills and training shall be logged or otherwise documented for review by the Coast Guard upon request. The master failed to conduct fire or man overboard drills for one calendar year and failed to log entries for such drills. 46 CFR § 185.520 46 CFR § 185.524

A vessel on which a pre-engineered fixed gas fire extinguishing system is installed must have the following equipment at the operating station: (1) A light to indicate discharge; (2) An audible alarm that sounds upon discharge The light and audible alarm were not operational during a test of the pre-engineered FireBoy system. 46 CFR 181.420(b)

The owner, managing operator, or a qualified servicing facility as applicable must conduct the following inspections and tests: (1) Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10 (iv) The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. If any of the equipment or records have not been properly maintained, a qualified servicing facility must perform the required inspections, maintenance procedures, and hydrostatic pressure tests. A tag issued by a qualified servicing organization, and attached to each extinguisher, may be accepted as evidence that the necessary maintenance procedures have been conducted. The portable fire extinguishers onboard have a tag issued by a servicing organization, however, the last inspection noted on the tag was completed in October of 2022. 46 CFR 176.810(b)

A submersible electric bilge pump may be used as a power bilge pump required by Table 182.520(a) only on a vessel of not more than 19.8 meters (65 feet) in length carrying not more than 49 passengers, other than a ferry, provided that: 1)The pump is listed by an independent laboratory as meeting the requirements in UL 1113 2)The pump is permanently mounted The electric submersible bilge pump in the fwd void space is not UL listed and was not found permanently mounted. 46 CFR 182.520(e)

A vessel of less than 12 meters in length shall not be obliged to carry the sound signaling appliances prescribed in paragraph (a) of this Rule but if she does not, she shall be provided with some other means of making an efficient sound signal. The vessel was not equipped with a sound signal that meets the regulation. 33 CFR 83.33

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: U.S. Coast Pilot or similar publication. Extracts from the publications listed above for the areas to be transited may be provided instead of the complete publication. The vessel does not have onboard an up-to-date Coast Pilot. 46 CFR 184.420

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. The first aid kit onboard and its provisions expired in 2023. 46 CFR 184.710

Each vessel must be equipped with at least two operable portable battery lights. One of these lights must be located at the operating station and the other at the access to the propulsion machinery space. The portable lights found onboard were not operational. 46 CFR 183.430

An adult life jacket must be provided for each person carried on board a vessel. 12 of the 15 life jackets onboard were in poor condition and were removed from service. The passenger count is reduced to 1 until a suitable life jacket is onboard for each person carried. 46 CFR 180.71(a)

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets and immersion suits. Identification of the items may be in words, or the appropriate symbols in IMO Resolution A.760(18) (incorporated by reference; see 46 CFR 175.600). Letters and numbers must be at least 50 millimeters (2 inches) high. Symbols must be at least 100 mm (4 inches) square. The life jacket marking is not in the vicinity of the stowage location and does not make it readily apparent where they are stored. 46 CFR 185.604(f)

Except as allowed by paragraph (e) of this section, each vessel certificated to operate on a limited coastwise route in warm water must be provided with life floats of an aggregate capacity that will accommodate at least 50% of the total number of persons permitted on board. (e) Each vessel certificated to operate on a limited coastwise route within three miles of land in warm water must either: (1) Be provided with life floats of an aggregate capacity that will accommodate at least 50% of the total number of persons permitted on board; or (2) Meet either the standards for collision bulkheads in § 179.310 of this chapter or § 171.085 in subchapter S of this chapter, and the standards for subdivision in §§ 179.220 and 179.320 of this chapter, or the standards for subdivision and damaged stability in §§ 171.070 through 171.073 and 171.080 in subchapter S of this chapter, as appropriate, and not be required to carry survival craft; or (3) Have on board a FCC Type Accepted Category 1 406 MHz EPIRB, installed to automatically float free and activate, and not be required to carry survival craft. The vessel VICTOR does not meet the standard for a collision bulkhead and is not equipped with 50% life floats or an EPIRB. The vessel is restricted to service on lakes, bays, and sounds until an EPIRB or 50% life floats is placed onboard. 46 CFR 180.205

Distress signals must be stowed in bright color, portable watertight container,marked "DISTRESS SIGNALS". Provide proper container for Flares.

VSL must have approved Drug and Alcohol program. Shoe proof of current drug and alcohol program.

Fixed-gas fire extinguisher system must be serviced annual. Installed pre-engineered fire extinguisher system annual inspection is over due.

Portable fire extinguishers must be service annually. Service tags on portable CO2s have expired dates for annual service.

VSL must carry up-to-date charts and nautical pubs for intended voyage. Update all 2019 nautical pubs with current pubs.

Emergency drills shall be logged. Proved proof of conducted drills.

VSL with lakes, bays, and sounds routes must carry three red distress signals and three orange smoke distress signals or (06) total red distress signals. VSl have only (04)red distress signals.

VSL must carry first aid kit approved under 160.041. Found expired eye wash solution and aspirin in first aid kit.

Ring life buoy must be marked clearly with VSL's name. Re-stencil faded VSL's name.

Life jackets must be marked with Type I retroreflective material. Replace damaged reflective tapes and wash off dark spots on life jackets.

Portable CO2 must be service annually. Service tag on CO2 shows last service conducted was 2019.

The fixed fire extinguishing system must be service by qualified servicing facility. No records of service conducted on Fire Boy.

VSL is missing a electrical relay for Tilt and Trim motor. Install electrical relay.

Repair damaged stand/seat support at the operating station.

Vessel not required to meet 46CFR181.300 must have at least (03) fire buckets with attached lanyard and stenciled "FIRE BUCKET". No marking on fire buckets on board.

A vessel must comply with the applicable requirements set forth by the FCC in 47 CFR 80. Operator must have a FCC Marine Radio Operator license or permit. 46CFR184.502 and 47CFR80.155
