PSCO observed no arlarm indicator on the indicator panels in the engine control room and fire control room.

Discharge of cargo residues that cannot be recovered using commonly available methods for unloading, where all the following conditions are satisfied: PSCO observed a significant amount of previous cargo residue (POTASSIUM CHLORIDE "PINK GRANULAR MURIATE OF POTASH") in between all cargo holds with the exception of cargo holds six and seven. The area between cargo hold six and seen was cleaned in a manner indicative of using wash water that was observed running over the side and containing cargo residue when PSCO arrived at the vessel. Additionally, there was a wash water hose left on deck and observed by a PSCO at the location of cargo hold six and seven.
