The vessel may not depart until it is in compliance with these requirements. The vessel's maximum permitted draft at the bow was 5' 11-3/8" the observed draft at the bow was approximately 6'9". Vessel was not modified to prevent filling of ballast tanks. Vessel did not have a working tank plan aboard.
