MI identified 02 fractured welds in port forepeak and identified a potential temporary repair to starboard forpeak between 3rd and 4th transverse frame. 46 CFR 115.610(b)

Each door, hatch, or scuttle, used as a means of escape, must be capable of being opened by one person, from either side, in both light and dark conditions. Access hatches to port and starboard jet rooms are secured on the weatherdeck by padlocks and incapable of being opened from inside the space when locked.

At each inspection for certification and at every other vessel inspection the bilges and other spaces may be examined to see that there is no excessive accumulation of oil, trash, debris, or other matter that might create a fire hazard, clog bilge pumping systems, or block emergency escapes. Engine rooms were found with bilges containing oil, sand, and trash. Additionally, loose tools were found in starboard engine room.

A deckhand was found using an unapproved work vest.

A structure is considered open to the weather when an exterior end bulkhead of the structure is open and is not fitted with any means of closing. All tonnage openings interior are blocked by permanently fitted interior furnishings and is not considered in the clear in accordance with 46 CFR 117(d)(2)(i). Tonnage openings are not fitted with j-hook devices to make openable from one side. Additionally, there is equipment stored in way of tonnage opening on second deck/aft end of house. Make corrections to tonnage openings to the satisfaction of attending MI by next credit drydock.
