The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Surface corrosion was noted in lazarette due to vapors from marine sanitation device. Clean excessive corrosion in space, apply coating to prevent recurrence,and ensure marine sanitation device is properly sealed. 46 CFR 177.100

Machinery and equipment installed on each vessel must be suitable for the vessel and its operation and for the purpose intended. All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. On 19MAY2021, vessel reported a loss in starboard main engine and a loss of the starboard generator. Provide proof of satisfactory operation of the starboard main engine and generator.

Each vessel that relies on electricity to power the following loads must be arranged so that the loads can be energized from two sources of electricity, one of these loads is the STBD generator. Following a Marine Casualty, Inspectors attended vessel to conduct pier-side testing of all electrical loads and vital systems. Inspectors discovered the following: The STBD generator display indicated the following warning message "Emergency Power System Supplying Load", the Amperage meter for the STBD generator was reading approximately 30 amps higher than the PORT generator, and Inspectors noticed an electrical associated smell when the amperage reading was high. Provide a root cause analysis for the operational condition of both the PORT & STBD generators, switchboard, conduct any necessary repairs, and conduct proper testing to satisfaction of CG Marine Inspector.

The RTA 1 lost power on the port generator and subsequently lost steering, the starboard generator was energized for approximately 20 seconds prior to losing power, resulting in a loss of steering. Prior to movement, vessel must provide technician's report, root cause analysis, and testing procedures to the satisfaction of the USCG Marine Inspector.
