For ships constructed on or after 1 July 2014, a minimum of two two-way portable radiotelephone apparatus for each fire party for fire-fighter's communication shall be carried on board. The two-way portable radiotelephone apparatus shall be explosion-proof type or intrinsically safe. PSCO observed no intrinsically safe radios available on board. 74SOLAS(20) II-2/10.4

Resolution: Verified that vessel received portable radios on board. Confirmed that radios were intrinsically safe and conducted test of radios to ensure successful operation.

The master, owner, operator, agent, or person in charge of any vessel equipped with ballast water tanks that operates in the waters of the United States must follow these practices: rinse anchors and anchor chains when the anchor is retrieved to remove organisms and sediments at their places of origin. PSCO observed sediment on the port side anchor and anchor chain. 33 CFR 151.2050(e)

Resolution: Received photos showing that port side anchor and chain had been washed of sediment after departing Sector Mobile COTP zone. Vessel conducted training on board to precent reoccurrence of deficiency and submitted training records.
